Mr Victor Lam Wai-kiu joined the Hong Kong Government as an Analyst/Programmer in August 1985, immediately after graduation from the University of Hong Kong, majoring in Computer Studies.
 
An information technology (IT) professional, Mr Lam has provided IT services to various government departments, including the Housing Department, the Customs and Excise Department, the former Trade Department and the former Information Technology Services Department.  He took up the appointment as Government Chief Information Officer on 6 July 2018 to champion the development of information and communications technology, smart city and e-government in Hong Kong.

As Chief Information Officer for MTR Corporation, Ted is responsible to formulate the corporate IT and Cyber Security strategy, manages the overall MTR corporate IT functions, directs the establishment of a stable, reliable and highly effective IT environment to support the business operations and corporate information.

Ted has over 30 years of solid experiences in information technology and information security with strong expertise knowledge in IT consultancy services, and large-scale system implementation experiences.  Prior to this position, Ted had held various senior regional management positions in different multi-national corporations, including Managing Director of EDS Hong Kong, Regional Director of Greater China and Korea of IT Outsourcing services of EDS, Regional Director of Asia Pacific Global Best Shore Services of Hewlett Packard.

His insight and contribution are well recognised by the industry and made him the recipient of several prestigious IT awards in the last few years including the 2012 China Top 5 CIO Award, 2013 China Best Value CIO Award, 2013 Hong Kong Outstanding Performance IT Award Excellence, 2013 Hong Kong CIO Award for Large Enterprise, and 2014 Asia CIO Award.

Ted is the President of the Hong Kong Computer Society, and Fellow of the Hong Kong Institution of Engineers. Ted is an active member of several Universities advisory committees. Ted earned degrees in economics and science from the Australian National University, and Master degree in Accounting.

Mr. Phil Lansley is a Chief Manager at Hong Kong Hospital Authority since 2005 and part of the Executive Team building and transforming one of the world’s largest healthcare IT system for all public hospitals across Hong Kong. Key areas of his portfolio include the data and analytics platform (including the Data Collaboration Lab), digital workplace and smart hospital supporting technologies. Prior to this role, Phil worked in NHS Wales implementing enterprise IT solutions.

Wilson holds a Bachelor degree in Electrical and Electronic Engineering from the University of Hong Kong and a Master of Business Administration degree from the Chinese University of Hong Kong.  He started his engineering career as a Graduate Trainee of the Hongkong Electric Co., Ltd. in 1992.  He is currently the Head of Technical Services of The Hongkong Electric Co., Ltd (HK Electric), responsible for the reliable operation of the communication systems, power system protection, SCADA system, loss prevention and technical training of HK Electric for supporting the world-class electricity supply reliability.
 
Wilson is the Deputy Chairman of the Electronics Discipline and the Chairman of the Electronics Division of the Hong Kong Institution of Engineers as well as the Deputy Honorary Secretary of the Smart City Consortium.  He is a Fellow Member of the Hong Kong Institution of Engineers. He is also member of a number of technical committees including the Technology Voucher Programme Committee and the Expert Review Panel of the Logistic and Supply Chain MultiTech R&D Centre.

Mr. Shun joined the Hong Kong Observatory in 1986 after graduating from the University of Hong Kong as Bachelor of Science. After joining the Observatory, he received professional training in nuclear radiation and weather forecasting in the United Kingdom. Mr. Shun specialized in aeronautical meteorology since the 1990s and led a team of researchers to develop the world-first and award-winning Light Detection And Ranging (LIDAR) Windshear Alerting System for the Hong Kong International Airport. Mr. Shun was appointed as Director of the Hong Kong Observatory in April 2011. In the international arena, Mr. Shun was President of the Commission for Aeronautical Meteorology (CAeM) of the UN World Meteorological Organization (WMO) from February 2010 to July 2018. Mr. Shun is also Permanent Representative of Hong Kong, China with WMO, Chair of the Hong Kong Meteorological Society, Fellow of the Royal Meteorological Society (FRMetS) and Member of the Chinese Meteorological Society Executive Committee.
